EPISODE ten: clive strong

Clive Strong is a former deputy Attorney General for the state of Idaho, but he is perhaps best known for his role in negotiating the Swan Falls Agreement. The Swan Falls Agreement was the result of a decades-long controversy over water rights in the Snake River – it had far reaching implications for water law and water rights issues across the US, but it also had a significant impact on the debate over the establishment of protection for the Snake River canyon. Swan Falls Dam – the hydropower generation facility at the heart of this controversy – is located right at the heart of the proposed Snake River Canyon National Conservation Area. This means that for a period of time in the early 1980s the Snake River canyon was at the epicenter of a national debate over water rights – and Clive Strong sat at the center of that debate.
